This Email with the Subject "IRREVOCABLE PAYMENT ORDER VIA ATM CARD" was received in one of Scamdex's honeypot email accounts on Tue, 08 Jul 2014 11:50:36 -0700 and has been classified a s a Generic Scam Email. The sender shows as "Congratulations."<debt_department@outlook.com>.< /p>

The email address was probably spoofed. Do not reply to or contact any persons or organizations referenced in this email, or follow any URLs as you may expose yourself to scammers and, at the very least, you will be added to their email address lists for spam purpos es.

Non Governmental Organization (NGO) on the Inability of some Government officials, Commercial banks

Prizes. We have been authorized by the Debt Reconciliation Unit of this institution, to investigate
