A Scam Email with the Subject "Strictly Confidential." was received in one of Scamdex's honeypot email accounts on Wed, 24 Mar 2010 10:18:01 -0700 and has been classified as a Advance Fee Fraud/419 Scam. The sender was Anthony Walse <anthony.walse@btinternet.com>, although it may have been spoofed.

Please read carefully, in line with Governmentâs commitment to transform the public sector, The Cote d'Ivoire National Roads Agency Ltd (CINRAL) was established in April 1998 by an Act of Parliament as an independent statutory company operating along commercial lines and at armâs length from Government.

CINRAL harnesses more than 600 person years of core skills and experience in road development and management within a highly motivated, professional and passionate team of people operating out of its (Abidjan) head office and four regional offices located in (Bassam )(Aboisso) (Adiake) and (Kirinjabo).

I am Mr. Anthony Walse, the Director of Contract Award and Procurement Commission (CAPCOM) to the Republic of Cote d'ivoire. I and the Chairman of (CAPCOM) (Mr. Amani Kouassi) are confidentially requesting for your consent to transfer a deliberate OVER-INVOICED sum of US$ 65,500,000.00 Million, Sixty-Five Million and five hundred thousand dollars, that emanated from the US$ 2 Billion Dollars Contract awarded to two foreign firms in the on going national road rehabilitation scheme.

This is to use your name/particulars LEGALLY transfer the said fund which we deliberately inflated/over-estimated during the contract we awarded some months Ago for our personal benefit. Hence we have decided to invest and re-settle outside the African continent due to geometric economic depression and increase in crises, which leads to violation of human rights, devaluation of currencies, acute scarcity of food and other amenities.
